The photoresistor is a passive circuit element whose resistance varies depending on the intensity of the light coming on it.
In general, photoresistances are of low power and resistors starting from a few kΩ to light up to MΩ resistors in the dark.
The simplest application is a circuit with a resistive divider consisting of photo resistances and another high value resistance. By varying the resistances from photoresistance, the output voltage also varies.
